Both Show View Menu and Show Ruler Context Menu are mapped to CTRL+F10.

I do not believe this is a bug.  Editors don't have view menus.  Am I wrong 
about this?

Views can have rulers.

In fact, I think some clients place the CUEditor inside a View.

If views have a ruler, then the ruler would probably not be opened anyway -- as 
the ruler menu is bound to the "Editing Text" context.  If a compilation unit 
editor were placed inside a view, then the ruler menu would take precedence. 
 
Can you show me a concrete example where this is a problem?  I'd like to 
understand this a bit more....

David Williams' team is placing the Java CU editor inside a custom View defined 
by WSAD.  They are probably setting the context to "Java Editing" so that the 
editor will function as normally as possible.  So this would mean that "Show 
View Menu" would not work, according to comment 4.

Nitin, can you test these conflicting keybindings in your snippets view?  the 
one which reuses the Java editor.  Try to show the View's menu using the 
default keybinding.
