observed with version rc2

steps to reproduce:
- make problems view a fastview
- drag the fastviewbar to the right side of the screen
- expand the fastview
- change the width of the fastview

Unlike the other views a fast view will continue to draw the outline past its 
minimum size so it is not getting cleared.

The isssue is a regression due to the fix for Bug 54517 which we should remove 
from 3.0 (and reopen 54517).

I will verify if 54517 is still required with the latest builds - otherwise we 
will have to reopen it in order to resolve this.

I have checked against GTK and removing this code does not make the lag return.
