There are menumonics missing for the help preferences page making it much less 
keyboard accessible and inconsistent with the other preference pages (such as 
the Workbench pages).

The pages missing mneumonics are Debug and Console.

In 2.0 we plan to move to a browser based help viewer, so this problem will go 
away, and likely introduce a slew of other accessibility issues :(
