If you shrink a view that has a large toolbar (the Synchronize view, for
instance) the tool bar doesn't grow to fit on multiple lines.  Instead, the
toolbar is cropped.

The attached image is an wrapped toolbar from 2.1.  Notice that a single bar is
put on several lines, and the toolbar separator acts as a hard return, i.e., it
is the first point to be wrapped, after that individual buttons.  The view
could not be made smaller that this image, the width of the close button and
downward arrow seemed to prevent it.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
