Build 20011122.

F10 is a standard accelerator on Windows, used to activate the menubar.
It is a requirement of the IBM accessibility checklist that we not conflict 
with system accelerators.

We will have to change the F10 accelerator for Relaunch Last to something else.

Verified. F9 now relaunches. F10 doesn't.
