In the context menu of a project, there is two actions "Close Project"
and "Open Project". They are mutually exclusive - that is, only one is enabled
at a time.

Since opening and closing a project is not something that is done very often,
could we move this to the Info page on the Properties dialog? It could be
implemented much the same as Read Only attribute.

This would help in removing some of the clutter on the context menu.

The context menus are getting pretty big. We should seriously look at taking
these two menu items out and into the properties dialog.
