test case:
1. Preference -> Workbench -> Editors
2. choose "Text file encoding" to "others"
3. unable to select encodings (only show "MS932")

It is same as project properties page.

1. right click project -> properties -> Info
2. choose "Default encoding for files" to "Other"
3. unable to select encodings (only show "MS932")
