build i0520-1226

- I used the release tool to tag and release a project
- I went through the wizard and at the end I hit Finish
- After a bit I got a dialog saying that an error occurred (cvs up-to-date
command failed on core.map)
- the Synchonize view showed an outgoing change for core.map

After debugging I realized that someone else had updated the core.map in the
repo so I did a sync and merged our changes. I released the core.map with my
update but had to check the tags for the resources project manually to see if
they had been updated or I would have to go through the whole process again.

It would have been nice if the resulting error dialog had said:
- your project had been tagged OK
- your map file wasn't released
- your map file had a conflict with the server

With the move to Git, this tool isn't in active use anymore for anything other than copyright updates. I'm going to close this bug as we have no plans to address it.
