I committed changes to a project and was using the release tool to release them
to the build. By accident I chose a tag which already existed in the repository
(and in the map file). When the structure compare for the map file came up it
was empty so I thought that something was wrong.

Although the release would have failed later (because I said not to move tags)
perhaps the user could be shown a prompt saying that there are no changes in the
map file.

With the move to Git, this tool isn't in active use anymore for anything other than copyright updates.  I'm going to close this bug as we have no plans to address it.
