Tested using windows 2000, SUSE version 9 WSWB build 16-05-2004

- Create a simple Arabic named project on SUSE
- Insert Arabic named file name with Arabic data.
- Connect to the CV repository, and Commit the project
- From a windows machine, connect to the CVS server.
- In the Head node, The Arabic appears corrupted as UTF-9 characters.

The same problem appears if we checked in files from windows then we checked 
them out from Linux.

The encoding on your server probablyu differs from that of your client. See 
bug 32539 for a description of the problem and the solution that will be 
available in 3.0 M9
