In my runtime-workbench I:

- customize perspective
- remove External Tools and Team commands
- close runtime workbench
- start up runtime workbench

Note that the External Tools and Team icons appear in the coolbar

please check whether this bug is related?

This was a result of the fix for bug 6929.  That fix is being retracted.  Am 
marking this as a dup of 6929 as it has been re-opened with details on what is 
wrong.
