Why does the server encoding dropdown (e.g. in the repo properties page) only
contain one element while the encoding menu (e.g. Edit > Encoding >) has many? I
know I can type into the dropdown field, but I would expect the list to be at
least the same as the options available elsewhere in the workbench.

It uses internal UI message bundle entires. They may have change the message 
bundle names.

It seems that the list has been removed from the message bundle.
