I20040506 and HEAD

1. Take one of the toolbars and drag it to a new row.
2. Observe that no new row is created.
3. Resize window smaller, new row is now created.

This is a regression although I think the behaviour is different, see bug 52362.

Moving to verified (cleaning up my resolved list).  No extra verification has
