The inactive part background end color is always used for the view icon bar 
even if the view is active (see screenshot).

Just for demonstration purposes I set the inactive part background start to
white and the end to purpose. Other colors are default.

The tool bar retains the inactive background end color even when it's active.
It's not so much that I want a different color when it's active, but tying it
to the inactive background end seems odd. Ideally there would be a different
color for the icon backgrounds that is set according to operating system
settings.
