Summary: GB18030: Can't display GB18030 characters for the view of plugin.xml.

Steps to recreate problem:
1. Launch Eclipse 
2. Click File->New->Project 
3. Select Plug-in Development->Plug-in Project in the New Project window 
4. Click Next
6. Press "Ctrl + Space" or "ALT + SHIFT" to switch IME to "UNICODE" IME, then 
press 4e56 and 4e89 in available input box, but it can not be input.
7. Click Finish 
8. Double click the file build.properties

Error:  Can't display GB18030 characters for the view of plugin.xml.

Expected Result: Can't display GB18030 characters in plugin.xml.

Remark:  The same problem exists at platform of RHEL 3 WS and SLES 9 Beta2.
It occurs at the view of 'Welcome', 'Overview', 'Runtime', file tag and Eclipse 
Main title line. 
It seems that above editors save GB18030 characters as UTF-8 code, but failed 
transfer UTF-8 to GB18030 when showing them up.
