In the AboutPluginsDialog, rather than getting the list of plugins by iterating
over the IBundleGroupProviders, we should just get the complete list from Runtime.
The IBundleGroupProviders may not cover all plugins.

I talked to pascal about this.  The way to get a complete list of bundles is to 
store a reference to the BundleContext that is passed to the plugin's start 
method.  Then BundleContext.getBundles can be used.

I'll make that change as part of moving the AboutDialog into workbench.

This fix has been released to HEAD.

The list of plugins now comes from the BundleContext, which is stored when the 
workbench plugin is started.
