The Eclipse launcher has to be built with the BASE SDK 10.10. Please setup the 10.10 SDK on the machine similar to Bug 532422.

Since the OS version is being updated to 10.15, we will try to fix Bug 569257.
Can you please install 10.14 SDK as well on the machine.

Now that https://ci.eclipse.org/releng/computer/b9h15-macos10.12/ has been upgraded to 10.15, I'll install the new SDK versions.
