Steps to recreate problem:
1-Create a Simple Project with a DBCS name
2-Open the .project file

         .project file in Simple project can not show DBCS properly  
         <Note>
          We also will see the garbage DBCS in .project file if we New a Plug-
in Project or Java Project.
         </Note>  
<<Expected Result>>
         .project file in Simple project can show DBCS properly
