Pawel, thanks for the report. As a workaround you can directly access the file from http://download.eclipse.org/technology/epp/downloads/release/mars/2/eclipse-committers-mars-2-linux-gtk-x86_64.tar.gz however that is the non-mirrored address so may be a bit slower.

Please also consider a newer version of Eclipse if possible as Mars version is many years out of date. For example, https://www.eclipse.org/downloads/download.php?file=/technology/epp/downloads/release/2020-12/R/eclipse-cpp-2020-12-R-linux-gtk-x86_64.tar.gz is the latest release.

I'm not able to replicate the report in comment #0, but it may have been related to a minor issue we had this morning.
