We need to petition the EMO Executive Director in order to implement this non-standard licensing scheme.

Project Lead(s), absent any pre-emptive engagement by the EMO(ED), please provide text that concisely describes the project and the motivation for needing the alternative licensing scheme. A sentence or two (a couple of paragraphs at most) of text is generally sufficient for these purposes.

OSGi has long used AL2 as its license. To change to EPL2 or AL2 OR EPL2 would be a lengthy exercise. Many already consume under AL2 (e.g. many Apache projects), so a change to EPL2 (only) would be disruptive. A change to AL2 OR EPL2 would be less disruptive but would still take time to vet and approve and would not necessarily add any value.
