The LocationTech GeoBench project has failed to start. The initial contribution was cleared for checkin in 2016, but has failed to move the content into the project's git repository and being work as an Eclipse open source project. I've contacted the project lead who agrees that it's time to terminate the project.

Termination review is scheduled to conclude on October 21/2020.

Upon completion of this review, we will:

* Withdraw CQ 10554;
* Delete the GitHub repository [1];
* Retire all committers, project lead, and mentor roles; and
* mark the project as archived.

It looks like this slipped through the cracks. 
I believe that we have everything that we need to complete the review.
I have retired the committers and project lead(s). 
I have marked the project as archived in the PMI. 

Webmaster, please archive this project's resources.
