Running the refactoring build without the suites in https://git.eclipse.org/r/c/jdt/eclipse.jdt.ui/+/168859 discovers some tests not being part of the the build that should be part of it.

As clarified in https://git.eclipse.org/r/c/jdt/eclipse.jdt.ui/+/170135 tests are not included intentionally
