This happens on macOS, didn't test on other platforms.

1. Launch eclipse I20200729-1800 with -Dorg.eclipse.swt.browser.DefaultType=chromium in eclipse.ini.

2. Open the welcome page.

The images are not visible.

I see these multiple error messages like this in the console - "Not allowed to load local resource: file:///Applications/Eclipse%2014.app/Contents/Eclipse/configuration/org.eclipse.osgi/247/0/.cp/themes/shared/html/shared.css"

I created a patch that allows to load file:/ resources when passing html in setText.

I rested with the welcome page of the Eclipse SDK download and it loads css and images now.

Patch updated, I tested welcome page and javadoc hovers, Also tested the different actions to open javadoc view and javadoc in internal browser, and seems fine this time.
