Add Gitlab as an option to the NPPR.

Perhaps the choices should read as such:

Git: Gerrit code review + Bugzilla Bug tracker
Github: Github organization + Github issues
Gitlab: Gitlab group + Gitlab issues

The NPPR has been merged into project proposals.
