Switching the 'Launch with' mode in eclipse or osgi launch configurations no switches the UI between plugins and features.

BlockAdapter::setActiveBlock replaces the layout's topControl but doesn't requests a layout pass. That it worked before was a side-effect of excessive layout calls, which were removed in bug 563873.
