This caused failure in javadoc generation. It is more that when jface.notifications was introduced it wasn't added to the javadoc to be generated thus even missing in the 4.16 javadoc.
 https://download.eclipse.org/eclipse/downloads/drops4/I20200619-1800/compilelogs/platform.doc.isv.javadoc.txt has the javadoc build warning.
