It is more that when jface.notifications was introduced it wasn't added to the javadoc to be generated thus even missing in the 4.16 javadoc. https://download.eclipse.org/eclipse/downloads/drops4/I20200619-1800/compilelogs/platform.doc.isv.javadoc.txt has the javadoc build warning. |
