The CoreTools plugin activator doesn't achieve much, and can be removed.

Note that the solution here depends on bug 477391, and should not be merged until that is fixed.

It seems there are references outside of this plugin that rely on the CorePluginTools activator to load general images for some reason ... have to figure out how to correctly clear those up.
