The Alt+- menu Size items don't do anything.  Not only that, it's not clear what
they /should/ be doing... How do positions relate to Size?

Aha...wait...they do do something, but there is no visual cue as to what that is
until you use the arrow keys.  Couldn't the mouse cursor be moved immediately
rather than waiting for input?

Yes, it is entirely unclear what is going on at this point.  If you use the 
mouse, then you get the drop target icons and the drag outline.  Using only the 
keyboard, you only seem to get the outline.  It's very confusing. 
 
Compare this with KDE's move functionality.  The mouse is immediately centered 
over the window, and the pointer changes to a moving icon.  In Windows, the 
mouse centers over the title bar and changes to a moving icon (strangely, it 
changes back to a regular icon as soon you start to move the window with the 
keyboard).

We are in the process of updating the accessibility information for 3.1.  Is 
this bug going to be fixed in 3.1?

No, it will not be fixed for 3.1.

Yes in 3.3 M2.  
After I hit Alt- I notice that the space between the chosen side (top, bottom, left, right) and it's adjacent part is highlighted (dark grey) before an arrow key is pressed - it still would be nice to see the double arrow cursor once the side to resize has been chosen.  Also, instead of Size, perhaps the menu item (containing the Top, Bottom, Right and Left menu items) should be named Resize?

Good point.  I should probably remove this bug from the accessibility list since the function does work.  Is this feature documented?  If not, is it possible to add some doc about how to use this feature (not sure where it would fit in the doc)?  Also, I changed the severity to minor.
