Was working last year. Commits show a sign-off with matching email address. Also verified commit author email matches.

eclipsefdn/eca validation check seems to start to pass on my PRs, although I haven't changed any my ECA settings since this issue is opened.

I don't see anything out of place, but I'm wondering if the fix for https://bugs.eclipse.org/bugs/show_bug.cgi?id=559123 is responsible for 'resolving' this.

@Annabelle, do you recall if you changed the case of your email address in your signed off notices?

I haven't changed my signed-off signature which always contains capital case as (Annabelle.Huo@ibm.com). Here is an example from last December: https://github.com/eclipse/openj9/pull/8145.
