The project is currently EPL-1.0. Is it possible to update to EPL-2.0 for this release?

The project is missing some required legal files in the root (NOTICE and CONTRIBUTING files in particular). There's help in the handbook [2].

The IP Log is approved.

I've scheduled the release review to conclude on December 18/2019.

I need an answer, please, to Comment #2 before we can declare success.

Wayne, thank you for pointing the missing files out -- I was not aware of that requirement.

Regarding EPL-2.0, after reviewing the major differences with EPL-1.0, I don't see why we shouldn't be able to adopt it immediately. To be sure, I'll follow up with the ELK team and discuss the issue on our mailing list. We should have an answer sometime next week at the latest.

Wayne, both our master and the 0.6.0 release branches have been updated for EPL-2.0, and I've added the missing files.

I've updated our database to reflect the license update.

I don't see the CONTRIBUTING file.
