Evidence seems to suggest that some time after September 16, the PMI stopped sending emails.

I'm picking September 16 because that is the day that the PMI sent a note to the ecd-pmc regarding a project lead election. That election was subsequently approved by the PMC, but we have no evidence that any such message was received.

A new project was created on September 18, but we have no evidence that the project provisioning request was ever sent. It does appear that the committer provisioning requests were sent from the paperwork system (accounts.eclipse.org, I believe).

I'm marking this as critical as we depend heavily on email notification.

Wayne, Matt and I took a look at the logs and they are reporting that the emails were sent.
