Please configure https://git.eclipse.org/r/#/admin/projects/platform/eclipse.platform.ui to not allow Gerrits without Change-Id.

If you could change the parent (not sure where I see that) that would be even better.

Should be:

Require Change-Id in commit message: true

I've updated the platform-dev parent project to set the "Require Change-Id in commit message" to true, and that seems to be reflected in the platform repos.
