1) Launch Y build (Build id: Y20190627-0200) with Java 13
2) Go to Execution Environments page and click on Java 13 & Java 12
3) Java 12 page is empty.

This is creating problems in PDE API tools.

The same happens when starting 4.13 with Java 13. The JRE does not map with JavaSE-12 EE.

This is a must fix for 4.13.
