build I20040310 + latest from HEAD

- new workbench
- open Java perspective
- switch back to resource perspective
- the view presentations are all positioned correctly, but the view contents 
are missing

Workaround: close and reopen the perspective.

I've had some reset connections talking to the repository this evening, so it's 
possible that I don't have everything from head. But I did get at least some of 
the latest changes, and they were self-consistent.

i had a related problem with editors today. i fixed it with a small change in
PartTabFolder.setSelection(..), which doesn't necessarily fix the root cause. 
Stefan, please check out my change as a lead on the problem..

Chris: I can't find your change to PartTabFolder. It looks like you ran the code
formatter, so every line in the file shows up as changed. Can you provide more
information? I can't reproduce this.

This appears to be working correctly in the latest builds.
