Further to Big 544977, if all packages appear in Export-Package but some packages are marked as x-internal, a spurious warning appears that not all packages are exported.

This should clearly not occur when the design intent is explicit.

Seems fine in 2019-03.

Maybe it was fixed.
Maybe I wasn't patient enough to wait for a build.
Maybe I didn't notice a still not exported, not x-friended package.

This is certainly not a dup of bug 544977.

It is most likely 'idiot user' deceived by incredibly sluggish Eclipse background builds.
