Follow up on Bug 531276, we should delete Job.createSystem(ICoreRunnable) API in 2020-03 release.

Note: according to https://wiki.eclipse.org/Eclipse/API_Central/API_Removal_Process, we have to wait 2 years after the announcement, the deletion was announced 21 Feb 2018 via 
https://www.eclipse.org/lists/cross-project-issues-dev/msg15323.html.

Please make it clear in the summary when the deletion can happen at the earliest.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.

As stated on the gerrit. I'm fine with this one but it's late for this cycle. Removals can go in till M1 is released to give time for dependent projects to adjust.
