Update bundle versions for jdt.ui changes in respective jdt.ui bundles. 

Update minimum bundle version requirements on org.eclipse.jdt.core in jdt.ui bundles.

Also, update minimum version of required plug-in dependencies for org.eclipse.jdt.core and org.eclipse.jdt.ui in org.eclipse.jdt.astview and org.eclipse.jdt.jeview.

4.11: org.eclipse.jdt.ui_3.17.0
4.11 + patch: org.eclipse.jdt.ui_3.17.0
	This must not use the same version as 4.11. As always, we increase the service segment by 50 for the beta work ==> 3.17. 50
4.12. org.eclipse.jdt.ui_3.17.100
	This is OK.

Please check all your bundles that contain Java 12 work in both branches and fix the versions if needed.
