Steps to reproduce:

1. Select a folder in Project Explorer
2. CTRL+N, "New" dialog opens
3. In New dialog, type "file", hit enter, "New File" dialog opens

EXPECTED: the "File name" field is focused and the keyboard input goes there.

ACTUAL: The "New File" dialog seems to be active, but no specific element of it has focus. Typing a name of the new file is not captured by the "File name" field. Hitting TAB does not seem to move the focus among elements. Focusing shortcut ALT+M for "File name" field does not work either.

This is Eclipse 2018-09 on Fedora 28 with KDE Plasma and Wayland.

This started occurring quite recently either with 2018-09 or Photon
