We should have a place-holder in the node hierarchy for scope roots on startup.
As the individual nodes are requested, then we can create the real thing. (and
subsequently activate their associated bundles if they haven't already been
activated)

This blocks bug 32147 because core gets activated before the workbench, 
creating an implicit instance data location, which then prevents the workspace 
prompt from running.

I fixed this this morning but can't release it yet... my laptop crashed and 
now I get the blue screen of death on start-up. (even in safe mode...eek) Will 
test and release asap.
