To be consistent with the other editor actions like open selection, the 
display and inspect action should also operate on an empty selection (the 
currently selected token)

Changes to EvaluateAction.
Changes to the plugin.xml to enable the actions for no selection for the Run 
menu action set, for the Java editor context menu, for the Class editor 
context menu. 
Did not enable for the Java Snippet editor as I did not feel it made sense in 
this context.
