If a proxy is set, it is used even for local connections (despite localhost is in the proxy exceptions) and the docker plugin cannot finish initialisation because it is trying to ping the server.

If the proxy is disabled in the preferences (direct connection) then the list of containers and images is correctly initialised.

I believe we encountered this exact issue in Bug 500177.

We expect to fix this issue with an update to the underlying com.spotify.docker.client (8.9.2 -> 8.11.7). It was confirmed in that bug that the fix should resolve the issue.

You're absolutely right that the client incorrectly attempts to configure a proxy even for local connections, fails because of issues with proxy support and then doesn't initialize the connection.
