The Release Record indicates that the incubator is included in the release. Is this intentional?

Per the Eclipse Development Process:

> Permanent incubator projects never have releases; 
> they cannot participate in the annual simultaneous release.

yes, the incubator is not supposed to be released. Thanks for pointing this out. I've updated the review information to remove the incubator.
