Running with new look, CoolBar has only one row, any perspective.

If the users drags a CoolItem downs it disappears, if it drags up all the other
items on the row disappears.

When the user drags a CoolItem down or up to a new row (causing the CoolBar to
create a row) the Coolbar fires Resize events so that parent's layout can
relayout the whole thing now considering the new height of the CoolBar. My guess
is that the workbench layout is not listening to Resize events from the Coolbar
causing this bug.

This used to work before the NewLook be released.
