CVS has a cvswrappers file which indicates which file extensions are ASCII and which are binary. Eclipse 
has its own list too, editable through preferences. The server's settings ought to, preferably, override 
the local Eclipse ones, or at the least the server settings should be used for file extensions that haven't 
been set in Eclipse.

For example, our server knows that XSD files are ASCII, but Eclipse doesn't. They should be created as 
ASCII since that's what the cvswrappers file says they are, regardless of the "treat new files as binary" 
setting in Eclipse. 

Or, that option should have a three choices: new files are binary, are ascii, or use server settings.

Agreed, we have never been nice citizens in terms of using server settings.
Another example is the server ignore file.
