I wonder if this is a bug in jdt.apt:

it looks to me like "-extdirs" should only be disallowed if used with "--release" according to [3]

And the documentation for Javac says this about -extdirs and few other options when cross-compiling:

"Not supported when using --release release to compile for JDK 9"

I infer that this means the -extdirs is not supported when using a --release option of "9" or above. Which would imply that for the -extdirs to be allowed,  1) The --release option must be mentioned
2) The --release option specifies a value of <= 8.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
