References to the COO/CLA need to be redirected to the ECA.

I'm pretty sure that references to the EPL are not version-specific. We should probably add at least one link to the license.

We should remove (or qualify) the reference to the Software User Agreement.

Maybe consider moving this content to the Eclipse Project Handbook.
