- in a view like the Navigator, press Tab or Shift+Tab
- in M7 and earlier, this would cycle focus between: the view's inner controls, 
its tab, the coolbars, the shortcut bar, the view toolbar (i.e. approximately 
top down, left to right order)
- similar problem for editors

Although we recommend to ISVs that they provide menu items for all actions on 
toolbars, this isn't always done right.  We need a general mechanism for 
navigating to toolbars (including items like fast views and perspective 
shortcuts).

We either need to reinstate this mechanism, or come up with a better way of 
navigating the toolbars by keyboard.

bug 53822 describes leaking colors and appears to be unrelated to accessibility.
