I tried to create a module out of the org.eclipse.jdt.core project - a plugin project with multiple source folders and dependencies on other plugins. I first changed the build path to use JavaSE-9 and then moved the compliance to 9. However, the create module-info option is not offered on this project even after completing those two steps.

That could be deliberate, I remember something being mentioned about this action being suppressed for plugin projects, though can't locate a bug for that
