In bug 517294 we started tracking mirrors at the file level. It doesn't get any more granular than that.

I don't think we need the mirror trend mechanism anymore.

Mirror trend are useful for setting mirrors in wait/active state automatically, if they decide to drop off the planet momentarily.

I'm reconsidering my statement in comment 0.
