I think that https://github.com/github/choosealicense.com is the repo for https://choosealicense.com/ that is for helping newcomer to chose a licence You can probably do a pull request on this repo to change a recommendation from EPLv1 to EPLv2 But my suggestion was to have EPLv2 as option when creating a new github repo. The option is present after README initialization.
